What exact perpetual license do you have for what versions of Pro tools? Unless you have upgraded it older 12.x license versions for example will not work with Pro Tools 12.7. If you don't have that installer back-up or showing in your Avid account you need to contact Avid support and ask for an installer to be placed in your account. If you want to use your old license you need to uninstall Pro Tools 12.7 and reinstall a version that is supported by the license you have. Simplest explanations are likely what is happening here: your old perpetual licenses is most likely just not valid for Pro tools 12.7. And yes, I do not want to purchase a reinstatement plan as I should already have a perpetual license and I am ok where I stand, software version wise.

No, I had the Annual Upgrade plan, I activated it January 1st, 2016, and it said it expired January 2nd, 2017. Again, thank you so much for the response and assistance. I need to get back to recording and if I have to pay $300, it will be a while before I'm able to do so. I am not asking for a new upgrade plan, I just wish to stay with my current version at 12.7, hopefully without having to pay $300.
